This visa have numerous types:

The Skilled Nominated visa (subclass 190) is a permanent visa for points tested skilled workers who are nominated by a state or territory government agency.

The Skilled Regional (Provisional) Subclass 489 visa is a 4-year provisional visa which requires holders to live and work in a regional area to obtain permanent residence. To qualify, you would need be sponsored by either a relative living in a designated area or a State or Territory Government.

The 189 visa is a permanent application allowing the applicants to remain indefinitely in Australia with full work rights. It does not require sponsorship by a State/Territory Government or relative in Australia

The Skilled Independent Work Visa (subclass 189) requires you to be sponsored by an employer or family member or nominated by a state or territory government. Once you find a suitable sponsor, they will send you a letter of invitation to apply for the visa

Like any General Skilled Migration visa, the 491 is a points-tested. This means that you will need to submit an EOI and total at least 65 points.
